1 Overall Job Purpose
1.1 Responsible for coordinating the platform permit-to-works and ensuring effective adherence to the latest PTW Process Standard registered on MODEC Integrated Management System. Supervision of safety, personnel competency and operational aspects of onboard activities in order to contribute for the achievement of objectives and goals established by the unit’s management on department activities planning
2 Core Responsibilities
2.1 Prepares and participates in Permit to Work (PTW) coordination meetings. Ensures no conflict of interest between work tasks requests via SIMOPS.
2.2 Checks that work permits are filled out clearly and precisely in readiness for the PTW meeting.
2.3 Constantly monitors the volume of work permits issued – most critically, Hot work – and liaises with OIM to maintain safe operation of asset.
2.4 Ensures the hot work permits have all accompanying check lists/ control lists submitted.
2.5 Ensures all work permits are fully approved before commencement of any work permit related task or operation.
2.6 Ensures that all required complementary documents/certificates including, risk assessments, MSDS and isolation certificates are fully approved and attached to any work permit.
2.7 Checks that appropriate Gas Detectors are issued to PTW users and that the required competencies are in place to operate and monitor the device(s).
2.8 Assists with the Risk Assessment process as required and maintains a database of all previously used Risk Assessments so that they can be retrieved for future possible use
2.9 Ensures that copies of the PTW are displayed or filed at the required locations.
2.10 Keeps track of valid work permits and ensures closure of work permits on completion of task or operation.
2.11 Ensures expired work permits are closed, cancelled or renewed as required.
2.12 Gives advice to all signatories of the work permit on any aspect of work on site that has high-risk potential.
2.13 Collates and records relevant work permit data and updates the permit register within 1 hour of permit being issued.
2.14 Establishes accurate records and filing of PTW information in retrievable / accessible manner
2.15 Responsible for and ensures strict adherence to PTW Process Standard in all aspects.
2.16 Assists personnel with PTW training tasks as required.
2.17 Assists other Department as required without compromising PTW delivery schedules and targets.
2.18 Demonstrate ownership of own training requirements and proactively arrange training to be done/renewed in time as per MODEC Integrated Management System.
2.19 Effectively works on local personnel development plan as per management guidance.

3.3 Emergency Plan: As per indication on the Training Matrix, Emergency Management Guide and Offshore Emergency Management, available in the Integrated Management System (IMS).

6 Job Challenges and Problem Solving
6.1 Engage employees on following the permit-to-work procedure and working hours of the permits’ office due to a great demand of unplanned activities created by operational problems on installed systems.
6.2 Avoid attrition among people of different disciplines involved in the PTW endorsement process, due to the interfaces among different departments for a PTW endorsement.
6.3 Train different department’s personnel on the best PTW practices according to MODEC’s Integrated Management System, due to different perceptions different people may have when check the same document.
7 Qualifications & Experience
7.1 Educational Qualification:
High School Degree
Technical course completed (Relevant Qualification to MdB operations)
7.2 Certifications:
Educational Certificate
7.3 Trainings: Complies with the Training Matrix and Regulatory and Required by Modec Training Management Procedure, available in the Integrated Management System (IMS).
7.4 Relevant Experience:
Minimum experience of 5 years on offshore petroleum production platform and 3 years with team leading role; or, 8 years on onshore similar activity and 3 years with team leading role.
Experience and knowledge of hydrocarbon processing and utility systems.
Experience on Permit-to-work supervision, isolations system and risk assessments.
