Job Summary:

Senior Commissioning Engineer/Lead Commissioning Engineer for the Operational Technology (OT) Section under the Digital and Analytics (DnA) department is responsible for leading the planning, coordination, and execution of commissioning activities for OT systems. This role ensures that all systems and components are designed, installed, tested, operated, and maintained according to the operational requirements of the client or final user. The role also includes mentoring junior engineers and providing technical leadership within the Section, with a specific focus on network and cybersecurity aspects, including compliance with IEC 62443 standards. Additionally, the role involves managing a team of technicians and working closely with the commissioning team through functional reporting.

Key Responsibilities:

1. Commissioning Leadership:
• Lead the development and implementation of commissioning plans, procedures, and schedules.
• Coordinate with project managers, engineers, and other stakeholders to ensure alignment with project timelines and objectives.
• Oversee and guide junior commissioning engineers and technicians.
• Manage a team of technicians, providing direction, support, and performance feedback.
• Ensure that all commissioning activities are completed on time as per project and commissioning plan.
• Develop and implement strategies to improve commissioning processes and outcomes.

2. System Testing and Validation:
• Conduct and supervise pre-commissioning and commissioning tests on OT systems, including hardware and software components.
• Validate system performance against design specifications and operational requirements.
• Troubleshoot and resolve complex issues identified during testing phases.
• Develop and execute test plans, procedures, and protocols for system validation.
• Ensure that all test equipment and tools are calibrated and maintained.
• Document and report test results, including any deviations from expected performance.

3. Network and Cybersecurity:
• Ensure the secure integration of OT systems with IT networks.
• Conduct network configuration, testing, and validation to ensure robust and secure communication between devices.
• Implement and verify cybersecurity measures to protect OT systems from potential threats.
• Ensure compliance with IEC 62443 standards for industrial automation and control systems security.
• Stay updated with the latest cybersecurity trends and best practices to ensure the protection of OT infrastructure.

4. Documentation and Reporting:
• Prepare and review detailed commissioning reports, including test results, deviations, and corrective actions.
• Maintain accurate records of commissioning activities and ensure documentation is up to date.
• Ensure all documentation meets industry standards and client requirements.
• Develop and maintain commissioning checklists, logs, and other documentation tools.
• Provide regular status updates and reports to project stakeholders.
• Ensure that all documentation is stored and managed in accordance with company policies and procedures.

5. Compliance and Safety:
• Ensure all commissioning activities comply with industry standards, safety regulations, and company policies.
• Conduct risk assessments and implement mitigation strategies to ensure safe commissioning processes.
• Promote a culture of safety and compliance within the team.
• Develop and implement safety plans and procedures for commissioning activities.
• Conduct regular safety audits and inspections to identify and address potential hazards.
• Provide safety training and guidance to team members and other stakeholders.

6. Training and Support:
• Provide cybersecurity training and necessary support to Modec, suppliers, end-users, and maintenance personnel on board during the commissioning phase until the handover of OT systems.
• Offer technical support during the handover phase and post-commissioning period.
• Mentor and develop junior engineers, providing guidance and knowledge transfer.
• Develop and deliver training programs and materials for end-users and maintenance personnel.
• Provide ongoing technical support and troubleshooting assistance to end-users.
• Ensure that all training and support activities are documented and tracked.

7. Team Management:
• Manage a team of technicians, ensuring effective collaboration and communication.
• Provide functional reporting and work closely with the commissioning team to achieve project goals.
• Conduct regular team meetings to review progress, address issues, and plan future activities.
• Develop and implement team performance metrics and goals.
• Provide regular feedback and performance evaluations to team members.
• Foster a positive and collaborative team environment.

8. Engineering and Commissioning Integration:
• Start from the engineering phase to work with the commissioning team.
• Provide required input and review commissioning procedures for systems and subsystems related to automation, network, and cybersecurity.
• Ensure that engineering designs are aligned with commissioning requirements and operational goals.
• Collaborate with engineering teams to identify and address potential design issues.
• Review and provide comments on engineering drawings, specifications, and other documentation.
• Ensure that all engineering and commissioning activities are coordinated and integrated.
• Commissioning Procedure: Provide input and review the commissioning procedure.
• Schedule & Plan: Develop and input the plan for commissioning activities where OT scope and involvement are required.
• Checklists: Define or update the checklists to be included in the ITRs.

9. Pre-Commissioning:
• Mechanical Completion: Participate in activities such as the cyber checklist and punch list closeout.
• Factory Acceptance Testing (FAT): Witness and verify that equipment and systems are tested as per the FAT procedure before shipment.
• Site Acceptance Testing (SAT): Witness on-site to confirm that equipment and systems are tested as per the SAT procedure.
• Site Integration Testing (SIT): Ensure that individual components function correctly when integrated into the common network infrastructure and cyber solutions within the FPSO.
• Cyber Solutions Verification: Verify that package systems are connected to common cyber shared services and function as per project and IEC 62443 requirements.

10. Commissioning:
• System & Subsystem Verification: Participate in testing and verifying that all applicable systems and subsystems within the OT scope operate as intended, including electrical, mechanical, telecom, and automation systems.
• Operational Testing: Run the system under normal operating conditions to ensure it meets performance criteria.
• Documentation: Provide required inputs and review all OT-related system documentation, including test plans, procedures, and checklists.

11. Handover:
• Final Inspections: Participate in final walkthroughs to identify and rectify any remaining issues.
• Documentation Handover: Transfer all OT-relevant documentation, including as-built drawings, test results, and operation manuals, to the operations team.

Qualifications:
1. Education:
• Bachelor’s degree in Electrical Engineering, Instrumentation, Computer Science, or a related field. A Master’s degree is a plus.

2. Experience:
• Minimum of 3/7/10 years of experience in commissioning, preferably within the Operational Technology or Industrial Automation sectors.
• Proven experience with OT systems, including SCADA, PLCs, DCS, and network infrastructure.
• Demonstrated leadership experience in managing commissioning projects and teams.
• Experience in network configuration and cybersecurity for OT systems.
• Familiarity with IEC 62443 standards and their application in industrial environments.
