1 Overall Job Purpose

1.1 Responsible for providing specialized marine skills to support the safe and efficient operation of the marine systems on the facility and ensure that the facility Marine Systems are operated according to the Facility Business Plan. Fulfil risk management requirements by ensuring that all risks are identified and that processes are established and implemented to manage such risks in line with the requirements and guidelines. Co-operate with the OIM and other departmental heads and maintain healthy inter-departmental relationship for the safe and efficient operation of the Facility. Liaise with the Mooring Master and Export tankers for optimizing offloading operations.

2 Core Responsibilities

2.1 Guarantee that the vessel always holds valid Flag, Class and Port State certification by ensuring inspections and audits are carried out before certificate expiry.

2.2 Ensure all local audits and inspections are carried out satisfactorily by preparing the marine department for inspections and audits and closing out all non-conformities and observations at the earliest.

2.3 Assure safe loading and offloading operations of crude oil by monitoring safe mooring of the offtake tanker, safe operation of the offload station, cargo / ballast pumps, Fuel Gas & Inert Gas Blanketing System. Guarantee on spec cargo is loaded in the cargo tanks and offloaded to the tanker by monitoring the cargo quality in the tanks on a regular basis.

2.4 Control planned and corrective maintenance jobs by following SAP and work orders generated and ensuring timely closeout of all planned maintenance jobs, especially safety critical and criticality 1 items.

2.5 Manage marine crew for training, overtime, discipline, welfare, assessments and promotions by exhibiting leadership skills & closely working with the crew and monitoring their progress over a period of time. Mentor, groom & train the deserving cargo supervisor for promotion to Marine Superintendent. Make a succession plan for all personnel in the marine department.

2.6 Ensure that the vessel is always within safe stress limits, keeping within the limits of draft, stresses, trim & list by being completely familiar with the loading computer, cargo and ballast system. Routine checks of the vessel’s loading/ballast condition & preparing loading / discharging plans, as required.

2.7 Ensure safe cargo handling, crane & boat operations by assigning trained personnel to the respective tasks at hand and maintaining crane / lifting gear certification, maintenance and upkeep.

2.8 Contribute to good inter-departmental relations by assisting other departments as and when required and maintaining a cordial relationship with peers, subordinates and superiors.

2.9 Improve tanker operations like slop water handling, crude oil washing, tank cleaning, gas freeing and tank entry and maintenance by optimizing operations using his extensive tanker knowledge and experience.

2.10 Ensure that the vessel is always within safe limits according to Design and Operation limitation including the whole arrangement hull x Tower Yoke x Jacket.

2.11 Ensure that the vessel is always in a safe condition according to lifesaving and firefighting arrangement availability.

2.12 Fill out on a daily basis Daily Operations Report – DOR with information relevant to Marine.

2.13 Report to OIM and assume the responsibilities of the offshore installation manager (OIM) whenever designated by the operations manager, and / or the OIM is incapacitated, by complying with all training, procedures and responsibilities relevant to the function.

2.14 Demonstrate ownership of own training requirements and proactively arrange training to be done/renewed in time as per MODEC Integrated Management System.

2.15 Effectively works on local personnel development plan as per management guidance.

3 HSSE Requirements and Code of Conduct

3.1 HSSE: Act in compliance with the corporate HSSEQ Management System Policy, the MODEC Life Saving Rules, and the policies, guides, process standards and work instructions available in the Integrated Management System (IMS).

Act to promote the preservation of the environment, the health and occupational safety (personnel and their team), the safety of processes, and the preservation of assets in their scale of responsibility.

6.1 Apply good Marine engineering practice and judgement to the input, and execution and completion of engineering requests and Marine Operation work activities and lead others.

6.2 Identify and propose ideas and solutions that will increase efficiency and minimize time without loss of integrity and present idea(s) to relevant management team.

6.3 Support team performance by sharing knowledge and best practices and lead this as a senior employee.

6.4 Actively participate and/or contribute toward defect elimination/system ownership focus groups, with a view to provide onshore teams with first-hand knowledge of the offshore facility.

6.5 Be familiar with the Facility’s plant and machinery and leading by example ensure their safe operation and maintenance.

6.6 Have good knowledge of safety requirements including work permit systems, operational and emergency procedures, company policy and instructions.

6.7 Engage the department personnel on the competency development during their off time, due to innumerable activities that are continuously ongoing and the reduced number of people per shift, which hardly ever allows this development during the working hours.

6.8 Keep proximity and alignment of activities between offshore and onshore support teams, due to the distance and difference between activities carried out by each part.

7 Qualifications & Experience

7.1 Educational Qualification:

  • High School Degree - Mandatory.
  • Technical School Degree – Expected.
  • Bachelor’s Degree in Engineering – Expected.
  • Master’s degree in marine science or Engineering – Mandatory.

7.2 Certifications:

  • Seaman book-Mandatory.
  • Rig Pass.
  • Master Class 1 Unrestricted Certificate of Competency with oil tanker endorsement or equivalent Marine technical background with FPSO experience
  • All STCW certificates and endorsements.
  • STCW Master (Unlimited) license.
  • Ship Security Officer STCW-Mandatory- REGULATION of the Law of Navigation and Maritime Commerce.
  • Advanced firefighting - Mandatory - Safety conditions-Prevention and protection against fires in the workplace.

7.3 Trainings: Complies with the Training Matrix and Regulatory and Required by Modec Training Management Procedure, available in the Integrated Management System (IMS).

7.4 Relevant Experience:

  • 10-15 years’ experience onboard crude oil/product carriers as Master Mariner, Chief officer, Mooring Master o-r Marine Superintendent of Offshore Facilities.
  • Thorough knowledge of FPSO marine practices, including deck operations, engine room activities, navigation, marine regulations, tank entry and inspection etc.
  • Previous experience with the hydrocarbons industry and FPSO’s is preferred, with a working knowledge of hydrocarbon operations, safety systems and permit to work procedures essential.
  • Understanding of relevant legislative requirements with respect to overall operation of FPSO’s inclusive of Principles and effects of loss stability and its control.
  • Strong marine operations knowledge in key areas such as: Marine Oil and gas terminals, oil tankers/gas carriers, FPSOs Marine Systems, Offloading Systems, Environmental protection, safety, reliability, efficiency and regulatory compliance issue: Auditing of offshore marine terminals including FPSO.
  • Proven management / supervisory skills and leadership and planning skills.
  • Maintenance Management systems Experience.
  • Management of Major Emergency response duties/firefighting team trained.
